On Premises PBX or Cloud Calling for a Dubai Business
In the UAE you are not really choosing between a telephone company and the cloud, because the public network leg comes from etisalat or du either way. Microsoft's own country page for the United Arab Emirates, updated 20 August 2026, states that Calling Plans are not available to purchase here and that neither toll nor toll-free numbers are offered. A Microsoft Teams rollout in Business Bay still needs a SIP trunk from a licensed UAE operator. What you are actually deciding is where call control runs, who answers when a call drops, and how much hardware ends up in your comms room.
The rule that shapes every UAE quotation
TDRA treats VoIP as a telecommunications service under Federal Law by Decree (3) of 2003, and the governing document is the VoIP Regulatory Policy version 2.0, issued 30 December 2009. Under that policy, VoIP with breakout to the public network is provided by the licensed operators, etisalat and du, or by third parties working in collaboration with a licensee or with TDRA approval. Licensees may also provide VoIP as a feature on top of a connectivity service where the calls are intended for internal communications.
One sentence in that policy is worth reading twice before you design a shared system: a closed group network must not be interconnected with another closed group network, and it must serve entities that have common ownership. If you run three separately owned trading companies from one Jebel Ali office and planned to put them on a single PBX so staff can dial each other by extension, that sentence is what your consultant needs to answer in writing.
What Microsoft actually sells into the UAE
Most comparisons are written for markets where Microsoft sells the line. These figures come from its availability page for the United Arab Emirates, dated 20 August 2026.

Two details on that page catch people out. Dial-out using the Call Me feature requires Communications Credits, so a finance team that assumes conference dial-out is included will see it fail on day one. And a UAE number cannot be set as the default number on an Audio Conferencing bridge, which changes the caller ID your staff present when they dial out of a meeting. Microsoft also notes that in the UAE, service numbers can only be used for Audio Conferencing.
That leaves two routes to the public network
Microsoft's PSTN connectivity guidance, updated 31 July 2026, lists four models: Calling Plan, Operator Connect, Teams Phone Mobile and Direct Routing. With Calling Plans unavailable locally, a Dubai business is left with Operator Connect, where a participating operator has already completed the integration and you enable them in the Teams admin centre, or Direct Routing, where you bring your own operator and your own session border controller.
Direct Routing is the route most UAE integrators quote, with one condition worth budgeting for. Microsoft states that Direct Routing is supported only with certified devices, and that support cases may be rejected when a non-certified device is connected. The certified list, last revised 6 May 2025, covers AudioCodes Mediant models, Ribbon SBC 1000 and 2000, Oracle Acme Packet appliances, TE-SYSTEMS anynode and Cisco Unified Border Element on ISR 1000 and 4000 Series routers and Catalyst 8000 Edge platforms. For CUBE on Catalyst 8000 the listed versions are IOS XE Amsterdam 17.3.2 supported and 17.6.1a recommended, so a router already on your floor may need a software upgrade before it counts.
If you already run Cisco routing at the edge, that is a real argument for Direct Routing, because CUBE is a licensed feature on hardware your engineer already knows. Cisco routing and Unified Communications hardware sit in the Cisco section of the shop.
On premises now means a virtual machine, not an appliance
Cisco has retired the single box in the rack. Unified Communications Manager release 15 cannot be installed directly on server hardware at all; it runs only on virtual machines, and a fresh install of release 15 uses Open VM Tools. Cisco's virtualisation guidance lists a small deployment OVA at 2 vCPU, 10 GB of vRAM and a single 110 GB virtual disk. The host you need is modest, but you now own a hypervisor and its patch cycle.
The pre-built appliance path has been closing for three years. Cisco announced end of life for the Business Edition 6000M (M5) and 6000H (M5) appliances on 1 December 2022, with a last order date of 2 March 2023 and last date of support of 29 February 2028. The Business Edition 7000M (M6) and 7000H (M6) appliances followed: end of life announced 30 June 2025, last order date 29 September 2025, last date of support 30 September 2030, with Cisco pointing at the M7 models or virtualised hardware. Check which generation a quoted part number belongs to before you sign, because a discounted M6 appliance comes with a fixed support ceiling.
The comms room is where on premises actually costs
A hosted platform moves call control into a data centre with proper cooling and generator backup. An on premises PBX does not, and in Dubai that distinction is physical. A comms room in a JLT tower or a Dubai Silicon Oasis unit is usually a cupboard on the tenant's own split unit, and building cooling in many towers steps down outside office hours. Servers that behave perfectly in February start logging inlet temperature warnings on a July weekend.
Two consequences follow. Your PBX host needs the same UPS discipline as any other server, with runtime sized for a graceful shutdown rather than a five minute ride-through, which is the argument in our note on UPS power protection for Dubai offices. The carrier hosted middle option
A third answer gets skipped: taking the PBX from the operator. e& describes CloudTalk as a carrier-grade cloud private branch exchange that replaces legacy setups, and states that existing legacy infrastructure and DID configuration can be moved from on premises telephony to the cloud with zero downtime. That puts platform and line on one contract and one support number, which is often the real reason a fifty person firm switches.
du takes the opposite position on scope. Its Business SIP Trunk page sells the trunk and says plainly that du does not provide a PBX, while noting you can buy your own PBX to sit behind the trunk. Read that as a division of responsibility: with a du trunk, call control and its support are yours or your integrator's.
Size the trunk on concurrent calls, not headcount
du publishes its Business SIP tiers in channels, from 10 channels with 100 numbers up to 100 channels with 200 numbers. That is a useful discipline, because a channel is a simultaneous call rather than a person. A forty desk accounts and admin office rarely puts forty calls on the wire at once, while a ten seat outbound sales team can hold ten channels open all morning. Pull the busiest hour from your call detail records or operator bill, then size on that plus a margin for month end. Guessing low produces busy tones that nobody reports as a fault.
Numbers need the same check. If a DID is printed on your Dubai Media City office signage and on ten thousand invoices, confirm in writing that it ports before you commit to a platform. The migration plan, not the handset, decides whether the cutover weekend is quiet.
A short decision list
- Single site, under about thirty users, no in-house IT: a carrier hosted PBX keeps platform and line on one contract.
- Already standardised on Microsoft 365 with Teams in daily use: Teams Phone through Operator Connect or Direct Routing, remembering that the SBC must be certified.
- Existing Cisco edge routing and an engineer who knows IOS XE: Direct Routing with CUBE reuses skills and hardware you already hold.
- Call recording, contact centre queues or an ERP integration only your current system supports: keep call control local, and budget for a virtualised host, a UPS and the release 15 migration.

What to send when you ask for a quote
Buy the platform first and the handsets last, because desk phones are tied to the call platform through firmware family, as our guide to choosing IP phones for a UAE office explains. Send the platform name, your concurrent calls at the busiest hour, the DIDs to port, the operator holding your trunk, and whether a certified SBC already exists on site.
